The regulation here works differently from almost anywhere else in the country. Tamil Nadu does not cap the increase and does not ask the school to negotiate with a parent body. A committee looks at the individual school and fixes the number. A committee headed by a retired High Court judge fixes the fee
The Tamil Nadu Schools (Regulation of Collection of Fee) Act, 2009 established a private schools fee determination committee headed by a retired High Court judge and holding civil court powers, so it can summon witnesses and require evidence. It fixes fees for individual schools on the basis of factors including the school's location, its infrastructure, administrative cost and a reasonable surplus, rather than applying one figure to everybody.
The order binds for three academic years
A fee determined by the committee is final and binding on the school for three academic years. Collecting above it exposes the school to a refund of the excess and to penalty, and in the state's own warnings, to cancellation of recognition. Three years is long enough that the structure has to survive staff turnover in the office, which is exactly where paper records fail.
Which board you run decides which regime you are in
This is the local detail most easily got wrong. Following interim Supreme Court orders in 2016, CBSE and ICSE schools sit outside the committee's power to fix their fee. The committee can still enquire into complaints of excess collection against them, but in those cases it issues an advisory rather than a determination. So a matriculation or state board school in Coimbatore has its number set for it, while a CBSE school on the same road sets its own and answers for it differently.
Since June 2026 the approved figure has to be on public display
The Directorate of Private Schools directed private institutions, including nursery, primary, matriculation and CBSE schools, to display their government approved fee at the campus entrance and on the school website by 5 June, after the Tamil Nadu State Information Commission held on 29 May 2026 that a school's fee structure is public information that cannot be withheld from parents. Schools were told not to collect anything beyond the approved fee. That last clause is where the friction is: Coimbatore parents describe separate charges for coding workshops, robotics clubs and Model United Nations events running past Rs 15,000 on top of tuition.
