Nagpur is the administrative centre of Vidarbha and a school city in its own right, with a large private school population running CBSE and state board sections, and a steady inflow of students from the surrounding districts. It is also a divisional headquarters, which matters more for school administration than it sounds: the offices that hear school matters for this whole region sit in the city.
Maharashtra also puts a school in an unusual position. In most states the school sets its fee and the government reviews it if somebody complains. Here the first body that has to say yes is a committee of parents, and it has to say yes six months before the session starts. That moves fee planning forward by half a year and turns it into something the school has to be able to explain in a room, line by line.
In Maharashtra the fee is approved by parents before anyone in government sees it
The Maharashtra Educational Institutions (Regulation of Fee) Act, 2011 hands the first decision to the parent teacher association rather than to an officer. That makes the quality of your fee records a negotiating position, not just a compliance detail.
The parent teacher association executive committee approves the fee
Under the Act, the management of a private unaided school submits its proposed fee, along with the relevant record, to the executive committee of the parent teacher association constituted under the Act. The committee is not limited to accepting or rejecting the figure. In giving its approval it has the authority to decide the amount of fee afresh, which is a materially different thing from being consulted.
The proposal goes in at least six months before the session
The management has to submit the proposed fee and its supporting record at least six months before the commencement of the next academic year. In practice that means the numbers for next June are being defended in the previous calendar year, from records of a session that is still running, so a school working from figures that only settle at year end is always presenting stale ones.
Once approved, the number holds for two years
A fee approved by the executive committee may be increased only after two years from the date of that approval. The Act allows an earlier increase in unforeseen circumstances, but the price of it is high: the approval of 76 per cent of parents, or the executive committee's approval on stated reasons. A school that gets its two year number wrong is not going to correct it quietly the following year.
If the parents say no, the appeal is heard in Nagpur
Where the executive committee does not approve the proposed fee, the management can take it to the divisional fee regulatory committee. Those committees were constituted on 18 March 2026 for the Mumbai, Pune, Nagpur and Chhatrapati Sambhajinagar divisions, each made up of a retired High Court judge and the deputy director of education, and a government resolution of 6 May 2026 put the remaining divisions under the existing committees for the time being. The committees also act on complaints they receive and on discrepancies found during inspection. For a Nagpur school the appeal forum, and the inspection, are local.
