Indore is the largest city in Madhya Pradesh and its commercial centre, with a private school population to match: CBSE, ICSE and Madhya Pradesh Board schools competing across the same neighbourhoods, many of them large. Offices here run at scale, and the fee counter carries most of the load.
Madhya Pradesh has also written one of the more mechanical fee laws in the country. The regulated quantity is not the fee, it is the percentage change in the fee, and the state expects the underlying structure to be public class by class. That turns a fee decision into an arithmetic exercise against records that may be several sessions old, which is exactly the kind of question a register cannot answer quickly.
What Madhya Pradesh lets a school raise, and what it makes it publish
The 2017 Adhiniyam works in bands. Where a proposed increase sits decides who has to approve it, and everything about that test is measured against the previous year, not against an absolute figure.
Ten per cent is the line that decides who approves the fee
Under the Madhya Pradesh Niji Vidyalaya (Fees Tatha Sambandhit Vishayon Ka Viniyaman) Adhiniyam, 2017, a school increasing its fee by up to 10 per cent over the previous year may proceed without prior approval. Above 10 per cent it needs the approval of the district level committee. Above 15 per cent it has to go to the committee constituted by the state. A school that cannot state its own percentage confidently cannot tell which of those three regimes it is in.
The fee structure is a public document, class by class
The Act requires private schools, whatever board they follow, to declare the class wise fee structure publicly, broken into heads such as tuition, laboratory and transport, together with the percentage increase over the previous academic year. This is not a summary figure. It is a table, and it has to be right. Reporting in Madhya Pradesh has repeatedly found compliance poor: five months past one disclosure deadline, around 70 per cent of private schools in the state had still not put their fee details up.
The district committee can inquire like a civil court, and look backwards
Section 9(5) gives the district committee the inquiry powers of a civil court, and the fee increment process requires audited accounts to be submitted with a proposal. Section 11 provides an appeal to the state committee against a district committee order. In a judgment of 30 July 2024, Justice Maninder S. Bhatti of the Madhya Pradesh High Court dismissed a batch of petitions by private schools that argued the district committee had turned itself into a fee fixing body and had denied them a hearing, holding that they had been heard and directing them to use the Section 11 appeal instead of coming to court.
What that machinery looks like when it is actually used
The clearest published example is from Jabalpur, not Indore, and it is worth reading precisely for that reason: the same Act and the same class of district committee. There, ten private schools were ordered to refund roughly Rs 65 crore collected in excess from more than 81,000 students across seven academic sessions, after the district committee examined their accounts. A school cannot answer a seven session look back out of the current year's ledger.

Every approval threshold in the Act is measured against the previous academic year. A school whose old fee data lives in a closed spreadsheet or a retired clerk's files is guessing at the one figure the law actually cares about.
Heads that were never separated cannot be published separately
Disclosure is head by head. If tuition, laboratory and transport were only ever billed as one consolidated amount, splitting them retrospectively is a reconstruction, and reconstructions do not agree with receipts.

The Jabalpur orders covered seven academic sessions. Whatever a school keeps has to survive staff turnover, because the person who remembers why a head was charged will not necessarily still be there.
