Jaipur is the state capital and carries one of Rajasthan's largest concentrations of private schools, running CBSE and Rajasthan Board classes, frequently in the same building. Admission season here is a comparison exercise, and fees are the first thing compared.
What makes Jaipur administratively distinctive is not the size of the fee. It is that the fee has to survive a conversation. Rajasthan does not hand schools a percentage and leave them to it. It requires a committee with parents on it to look at the proposal, and it has now moved the paperwork of that committee onto a state portal. A school that can explain its fee head by head finds this routine. A school that cannot finds it out in front of parents.
How a school fee is actually approved in Rajasthan
Rajasthan regulates by process rather than by a single ceiling. The school still proposes its own fee, but it has to propose it to somebody, on the record, and the state now watches the membership of that somebody.
The fee goes to a committee that has parents on it
The Rajasthan Schools (Regulation of Fee) Act, 2016 requires every private school to constitute a School Level Fee Committee. It is made up of a chairperson, a representative of the management, the principal as secretary, three teachers nominated by the school, and five parents drawn from the Parent Teacher Association. The management proposes the fee and the committee examines the proposal, so the fee stops being an internal decision and becomes one the school has to argue for.
The Supreme Court settled who holds the pen
In Indian School, Jodhpur v. State of Rajasthan, decided on 3 May 2021, the Supreme Court upheld the Act as constitutionally valid and rejected the argument that it violated the right of unaided schools to run their own affairs. It also read down Sections 4, 7 and 10 on who may sit as a parent member, excluding parents of children admitted under the Right to Education 25 per cent quota from the draw and expecting nominated parents to have some grounding in accounts and school finances. The practical holding matters more than the drafting: the committee tests a proposal against profiteering, it does not fix the fee itself. The school keeps the pen and carries the burden of justifying the number.
The parent members are now drawn through a state portal, off your own records
On 4 October 2025 the Director of Elementary Education issued instructions under the Act and the Rajasthan Schools (Fee Regulation) Rules, 2017 for the 2026-27 session. Schools enter their Parent Teacher Association details and their School Level Fee Committee on the Private School Portal, including the names, addresses, mobile numbers and educational qualifications of the chairperson, secretary and three teacher members. Parents who want to sit on the committee apply online using the child's NIC ID and their registered mobile number, and the system randomly selects five of them.
Notice periods are part of the rule, not a courtesy
The same instructions require at least fifteen days of notice for Parent Teacher Association meetings. A fee cycle in Rajasthan therefore has dates in it that are set by somebody other than the school, which is a scheduling problem for an office that plans the fee in March for a session starting in April.

What we can and cannot claim about Jaipur
