The law applies above a fee threshold
The Uttar Pradesh Self-Financed Independent Schools (Fee Regulation) Act, 2018, as amended, applies to self-financed independent schools where the total payable fee exceeds Rs 20,000 a year. For most established private schools in Lucknow, that means the Act applies rather than being an edge case to check.
The permitted increase is a formula, not a fixed percentage
Under the Act an annual revision may not exceed the latest available yearly percentage increase in the consumer price index plus 5 per cent of the fee realised from the student. Because one half of that formula is the fee realised per student, the ceiling is school-specific and has to be recomputed each session rather than copied from what a neighbouring school did.
A district committee applies it
Fee matters are handled through the District Fee Regulatory Committee. In Lucknow the district administration has taken an active line, convening the committee, naming nodal officers parents can approach directly with fee complaints, and warning schools against routing fee increases through compulsory uniform, book and stationery purchases.

The Lucknow district administration has directed schools to display complete fee details on their website and notice board. That turns the school website from a brochure into a document that has to agree with the ledger, which is straightforward when both come from the same system and awkward when they do not.
